A resistor in line to drop 5V - 3.5V = 1.5V. If the current down by the device varies you will need an active regulator.
A current is variable, then you can use a couple of low-value very high-wattage resistors. A connected in series across the 5V supply and draw off 1.5V across the smaller resistor.
A 10k ohm resistor in series, with the 10k ohm resistor connected to the +3.7 V supply, connected to ground (the - connection on the 3.7V supply).
The concept for getting the voltage you want is simple, but there are a number of details. Conceptually, put a 10k ohm & a 5–3.7 = 10k ohm resistor in series, with the 10k ohm resistor connected to the +5 V supply, and the 10k ohm resistor connected to ground (the - connection on the 5V supply).
The resistor uses a 5V 2A charger for a device that requires 5V 1.5A.
