Connect 18v +ve voltage to 7809 input pin and -ve to 7809 GND pin. You will get the output of 5v at the output pin. You can also give 18v or 12v as input voltage.
In this video, I made a 12v to 9v Regulator using LM317. This Circuit is Easy to make. You can build a resistor divider. You can get a linear voltage regulator and build a power supply around it. You can use a Zener diode.
Our task is to step down 12v into 9v. so, we are going to use a 1k ohm resistor and a 330-ohm resistor. Connect one end of the 1K ohm resistor to the 12v supply and the second to any other hole of the breadboard.
You can use resistors in the ratio of the voltage on the Resistor 22 will be 9V approx. This method will only be useful if you want to sense the presence of a 24V voltage supply.
A 9V LED must not be run on 12V. But there are lots of options to convert 12V to 9V power supply. As Jason Vaughan notes, a USB charger intended for a car will do a good job - unless you need a lot of power supply.
